Ukraine’s General Staff confirms strike on Orsk oil refinery in Russia

The General Staff of the Armed Forces of Ukraine has confirmed that Ukrainian forces struck the Orsknefteorgsintez oil refinery in the Russian city of Orsk, Orenburg region, on August 11.

The confirmation follows earlier reports by Ukrainian and Russian media about a Ukrainian drone attack on the facility.

Ukraine’s General Staff says the strike caused a fire at the refinery, described as one of the largest facilities in Russia’s energy sector. The extent of the damage is still being assessed.

Orenburg regional Governor Yevgeny Solntsev said on Telegram on the morning of August 11 that a fire had broken out at an industrial facility as a result of falling debris from Ukrainian drones. He did not identify the facility.

The Orsknefteorgsintez refinery is one of Russia’s largest oil-processing facilities, with an annual capacity of approximately 6 million metric tons of crude oil. It produces gasoline, diesel fuel and fuel oil.

Ukrainian forces previously targeted the refinery in October and November 2025 and again in April 2026.

Russian authorities routinely describe Ukrainian attacks on industrial facilities as acts of “terrorism.”

Ukraine, meanwhile, says strikes on facilities supporting Russia’s economy and war effort are a response to Moscow’s continuing attacks on Ukrainian territory and civilians. Kyiv says such operations are intended to bring the consequences of the war to Russia, restrict the Kremlin’s sources of war financing and pressure Moscow toward peace.
