The European Bank for Reconstruction and Development (EBRD) has appointed Tomas Kairys as Director and Head of Caucasus, effective 1 September 2026.
Based in Tbilisi, Georgia, Kairys will be responsible for the Bank’s operations across the Caucasus region.
Kairys, a Lithuanian national, joined the EBRD in 2006 from the private sector as Counsel in the Office of the General Counsel in London. Between 2011 and 2015, he was based in Istanbul, where he established the Bank’s first legal presence in Türkiye and expanded his regional experience.
“Since 2022, he has led the EBRD’s operations in the Baltic states as Regional Head and Head of the Vilnius Resident Office, overseeing a period of record investment in the region. During his tenure, the Bank invested €1.9 billion across the Baltic states over four consecutive years, supporting private-sector development during a period of geopolitical uncertainty”, the EBRD says.
The EBRD notes that Kairys brings extensive transactional and policy experience, deep knowledge of its operations, and leadership across diverse markets.
He succeeds Alkis Drakinos, who retires in September 2026.
