The State Audit Service of Georgia conducted 44 audits in 2025 and identified violations totaling 36.5 million GEL, the head of the service, Giorgi Gabitashvili, said during a parliamentary committee session presenting the annual report.
“Mostly, there are cases of inefficient and untargeted use of budgetary resources,” Gabitashvili said.
The identified violations fall into three main categories: procurement management worth 9 million GEL, asset management worth 4.3 million GEL, and management of budgetary resources worth 23.2 million GEL.
Gabitashvili said that due to high-risk findings, 17 audit reports and specific materials were forwarded to the Prosecutor’s Office for further response. He added that four of the cases were related to ongoing investigations, while new inquiries were launched in 13 cases.
The report lists a number of cases and audit materials, including a financial audit of the consolidated financial statements of the Ministry of Economy and Sustainable Development of Georgia for the period ending December 31, 2023; a compliance audit of the “Construction and Rehabilitation of Public Schools” programme for 2019–2022; audit materials on expenses incurred on business trips and labour contracts within the Supreme Council and government institutions of the Autonomous Republic of Abkhazia; and an ongoing compliance audit of the LEPL Municipal Development Fund.
Other cases include compliance audit materials on inter-agency construction procurement for 2020–2023; activities of Khobi, Kutaisi, Gori, Bolnisi, and Khelvachauri municipalities for 2023–2024; audit materials of Adjara Waste Management Company LLC; procurement audits of Sportmshenservice LLC; compliance audit materials of Asset Management and Development Company LLC; ongoing audits of the Georgian United Water Supply Company; the Roads Department of Georgia; and entities operating in the civil aviation sector.
