The Georgian State Electrosystem (GSE) released data showing that Georgia’s electricity exports saw a noticeable decline in August 2025, with just 10 million kWh sent abroad, all to Azerbaijan. Georgia imported nearly the same amount from Azerbaijan.
The largest share of imports came from Russia, totaling 76 million kWh in August. It remains unclear whether this electricity was consumed in Russian-occupied Abkhazia or in the rest of Georgia. Further details are expected in the upcoming report from the National Energy and Water Supply Regulatory Commission (GNERC).
Between January and August 2025, Georgia exported 505 million kWh of electricity, less than half the levels seen in recent years. Exports reached a record 1.47 billion kWh in 2023, before falling to 1.05 billion kWh in 2024. By comparison, exports in 2022 stood at 971 million kWh.
The downturn is largely tied to declining demand and falling electricity prices in Turkey, which traditionally absorbs around 80% of Georgia’s power exports. With Turkey reducing imports, Georgia’s role in the regional electricity trade has weakened, reversing the upward trend of 2022–2023.
