The National Statistics Office of Georgia (Geostat) revealed that construction activity in Georgia showed a slight slowdown in the first nine months of 2025. Between January and September, authorities granted 8,597 construction permits, a 2.8% decrease compared to the same period last year. The total area covered by these permits amounted to 8.48 million square meters, a 1% year-on-year decline.
Despite the slight drop, construction remains concentrated in a few main regions. Tbilisi accounted for nearly half of all issued permits (45.3%), followed by Kvemo Kartli (10.8%), Kakheti (9.8% and Adjara (6.7%) — together representing more than 70% of all new building projects. The permits issued during this period cover a diverse range of construction types, including multifunctional residential complexes, commercial centers, hotels, industrial facilities and agricultural buildings.
Meanwhile, the number of completed construction projects slightly decreased. A total of 2,452 buildings were finalized between January and September, 5.6% less than in the same period of 2024. However, the total completed area increased by 6.7%, reaching 2.48 million square meters, indicating the growing scale and complexity of finished projects.
Regional distribution of completed constructions largely repeated the permit trends: Tbilisi led with 34.8% of all completed buildings, followed by Mtskheta-Mtianeti (12.7%), Kakheti (11.6%) and Kvemo Kartli (9.1%).
