Georgia has embarked on the path of semi-consolidated authoritarianism – claims the Freedom House report – “Nations in Transit 2024”.
In the report, Georgia belongs to the countries with hybrid regimes leading to autocratization, in which, besides it, are also listed Hungary and Serbia.
According to the report, hybrid regimes on the way to democratization are: Moldova, Kosovo and Ukraine, while cyclic (unchanged) hybrid regimes count Armenia, Albania, North Macedonia, Bosnia-Herzegovina and Montenegro.
Freedom House notes that according to their methodology, Hungary, Serbia and, to a lesser extent, Georgia, are on their way to becoming semi-consolidated authoritarian regimes. They claim that key institutions in such systems (from the media to the judiciary) have gone beyond the expected level of politicization in the classical definition of hybrid regimes and are now effectively controlled by the ruling parties and used for party and personal gain.
From 1 to 7 points, Georgia has the following indicators: national democratic governance – 2.25, electoral process – 3.00, civil society – 4.00, independent media – 3.25, local democratic governance – 2.75, judicial framework and independence – 2.50, corruption – 3.50.
In total, the democracy index of Georgia is 3.04 points (out of 7), and in terms of percentages – 34%, and it is behind Armenia, Hungary, Serbia, Moldova, Ukraine, Bosnia-Herzegovina, Kosovo.
