Radio Liberty reported that Tbilisi City Hall, which commissioned the ongoing rehabilitation of Rustaveli Avenue in Tbilisi, has fined the contractor, Smart Solutions LLC, four times for violating a contractual requirement.
“Works were not being carried out around the clock,” all four documents concerning the fines state.
Tbilisi City Hall signed three contracts (1, 2, 3) with Smart Solutions LLC, with the total value of the services amounting to nearly GEL 20 million. Information published on the website of the State Procurement Agency shows that the contractor was fined:
- July 24 – An inspection report dated July 23, 2026 (12:27 p.m.) found that works on M. Kostava Street and Sh. Rustaveli Avenue, from T. Chovelidze Street to Merani Shopping Center, were not being carried out around the clock;
- July 29 – An inspection report dated July 29, 2026 (6:34 a.m.) found that works on M. Kostava Street and Sh. Rustaveli Avenue, from T. Chovelidze Street to Merani Shopping Center, were not being carried out around the clock;
- July 29 – An inspection report dated July 29 (6:41 a.m.) found that works on Sh. Rustaveli Avenue, from Merani Shopping Center to Besiki Street, were not being carried out around the clock;
- August 10 – An inspection report dated August 7 (7:58 p.m.) found that works on Sh. Rustaveli Avenue, from Besiki Street to Freedom Square, were not being carried out around the clock.
In each case, the company was fined 0.02% of the contract value, amounting to nearly GEL 5,000 in total.
The rehabilitation of Rustaveli Avenue has been planned for several years due to outdated infrastructure. The rehabilitation began at midnight on July 23, with vehicle traffic completely restricted.
Tbilisi Mayor Kakha Kaladze has set the end of November 2026 as the deadline for completing the rehabilitation.
