Under the agreement, airlines will be required to allow passengers to carry personal items on board free of charge, including a small bag or backpack, as well as a small rolling suitcase. The total combined cabin baggage allowance will be limited by size and weight restrictions set under the new rules.
The reform also confirms existing compensation rights for delayed and cancelled flights. Passengers will remain entitled to compensation ranging from 250 to 600 euros if their flight is delayed by more than three hours or cancelled, depending on flight distance and delay duration.
Euronews reports that the deal was reached between EU ambassadors and the Council of the European Union on June 12, with the European Parliament expected to formally advance the legislation in the coming days. The new rules are set to take effect in 2027.
Airlines have warned that stricter compensation and baggage rules could lead to higher ticket prices, particularly among low-cost carriers that currently charge extra for cabin bags. However, consumer rights groups have long argued that such practices are unfair to passengers and should be restricted under EU law.
