The European Commission’s 2025 Enlargement Report on EU candidate countries declared that 3,587 individuals were granted Georgian citizenship in 2024, with the majority being Russian citizens. The report specifies that 2,361 Russians, 251 Germans and 175 Ukrainians obtained Georgian citizenship last year, an increase of 476 cases compared to 2023. At the same time, 1,592 people lost their Georgian citizenship, mostly due to acquiring Russian nationality.
Georgia grants citizenship through several legal pathways, including birth, naturalization, presidential decision, restoration, adoption and descent. Although the country generally prohibits dual citizenship, the President of Georgia may grant exceptions in special cases. The process is administered by the State Services Development Agency (SSDA).
The report also points out that Georgia does not operate a ‘citizenship by investment’ or ‘Golden Passport’ scheme. However, it does offer investment-based residence permits, both temporary and permanent, for foreign nationals.
