Josep Borell on Georgia elections:  Irregularities and violations should be explained

On October 26, the citizens of Georgia voted in the parliamentary elections. The European Union closely monitored the events leading up to the parliamentary elections, – Josep Borell, High Representative of the Union for Foreign Affairs and Security Policy, and the European Commission, noted in a joint statement.

The statement highlights that, in recent months, the people of Georgia have demonstrated their commitment to democratic values ​​and their country’s path to the European Union.

“Based on the preliminary reports and findings of the OSCE/ODIHR-led International Election Observation Mission, Election Day was generally procedurally well organized and orderly administered, but was characterized by a tense environment, frequent violations of the secrecy of the vote and several procedural irregularities, as well as incidents of voter intimidation and reports of pressure, which has a negative impact on public confidence in the process.

“Reports of voter pressure, particularly on public sector officials, remained widespread throughout the campaign. This, coupled with widespread voter tracking on election day, raised concerns about the ability of some voters to vote without fear of retaliation,” the statement noted.

In their joint statement, Josep Borrell and the European Commission stated that election observers had reported significant concerns over uneven conditions, a divisive campaign in a polarized atmosphere, and the impact of recent legislative changes on this electoral process.

“We call on the Central Election Commission of Georgia and other relevant bodies to fulfill their duty, quickly, transparently and independently investigate and consider election violations and allegations. These violations must be clarified and eliminated. This is a necessary step to restore confidence in the election process,” the statement said.

Josep Borrell and the European Commission say the EU looks forward to the final OSCE/ODIHR report and recommendations to be implemented as soon as possible.

“Constructive and inclusive dialogue across the political spectrum is now paramount. In accordance with the conclusions of the European Council of October 17, the European Union calls on Georgia to implement democratic, comprehensive and sustainable reforms, in accordance with the main principles of European integration.

“In this context, the European Union recalls that any legislation that undermines the fundamental rights and freedoms of Georgian citizens and contradicts the values ​​and principles on which the European Union is based should be repealed,” the statement said.
