Georgian Parliament adopts amendments to the Law on Licenses and Permits in a third reading and accelerated manner, with 72 votes in favor and 9 against.
Under the changes, the Tbilisi City Council, instead of the Government of Georgia, will determine the rules and conditions for work planned by City Hall on cultural heritage monuments in Tbilisi.
The amendment states that the Law on Licenses and Permits will not apply to works on cultural heritage monuments if the activities are carried out by Tbilisi City Hall or a legal entity established by the municipality.
The law also authorizes the Tbilisi Municipality Council to determine procedures for preparing and approving construction documentation related to such projects.
Chairman of the Parliamentary Committee on Culture Giorgi Gabunia says the legislative changes will protect state and public interests while reducing pressure on the state budget.
“The amendment will facilitate the rehabilitation process of cultural heritage monuments. As a result, we will receive a more effective and flexible system,” Gabunia says.
