Tbilisi has spent the last decade repositioning itself within a wider regional economy shaped by tourism, services, and international mobility. New hotels, restaurants, and mixed-use developments have appeared across the city, but most have followed familiar patterns: isolated hospitality assets, residential towers with limited amenities, or retail clusters operating independently from cultural and entertainment infrastructure. Central Park Towers proposes a different model. Positioned on Kazbegi Avenue, the project is conceived as the first fully integrated resort in the Caucasus, combining hospitality, luxury retail, dining, entertainment, wellness, and private ownership within a single, continuous environment.
Unlike conventional mixed-use developments, where hotels, retail areas, entertainment venues, and private spaces function largely independently, Central Park Towers is structured as an interconnected urban ecosystem. Each component is planned to operate independently if needed, yet all are designed to interact seamlessly. The result is expected to be a 24-hour lifestyle destination serving international travelers, regional visitors, and local audiences simultaneously. With an announced investment value of USD 500 million, an approximate total built-up area of 140,000 square meters, and a hospitality program of 1,200 keys, the project is poised to stand apart in both scale and ambition within Georgia. Rather than simply adding another hotel or residential component to the city, Central Park Towers is conceived to consolidate multiple urban functions into a single destination and introduce a new category of luxury development, setting a higher benchmark for integrated urban living in the region.

A New Approach to Luxury in Tbilisi
Historically, Tbilisi’s luxury offerings have developed in a fragmented manner. High-end hotels, premium restaurants, wellness facilities, and retail clusters have emerged independently, often separated by geography, ownership, and function. Visitors seeking a comprehensive luxury experience have typically needed to move between multiple districts, with each location offering only one element of a broader lifestyle. Central Park Towers was conceived in direct response to this condition. The project aims to bring together the major components of contemporary luxury hospitality within a single, vertically and horizontally integrated environment. Rather than offering isolated experiences, the resort is being designed as a continuous sequence of spaces and activities that will unfold naturally throughout the day once the development is complete.
The guiding idea is continuity rather than interruption. A typical day at the resort, when operational, may begin with a morning workout or swim, continue with shopping or meetings, transition into dining and wellness in the afternoon, and conclude with entertainment or social activity in the evening. Each experience is planned to connect physically and operationally to the next, without the need to leave the complex. This approach is intended to ensure that different zones of the resort remain active at different times of day, creating constant movement and engagement. It will also allow future guests and owners to personalize their experience while remaining within a single, professionally managed environment. Central Park Towers is defined not only by its scale, but by the intention behind it: to integrate comfort, service quality, and lifestyle variety within one destination.

Architectural Concept
The architectural organization of Central Park Towers is being designed to support both complexity and clarity. The development will consist of two towers rising above a large, multifunctional podium. This configuration establishes a clear hierarchy between public areas, semi-private zones, and more restricted spaces.
Below ground level, the underground floors are dedicated to parking, service access, logistics, and other back-of-house functions that support the operation of the complex. The above-ground portion of the podium commences at Level G, where the complex’s infrastructure is concentrated. This separation is intended to allow operational functions to run efficiently without interfering with guest experiences. Events, hospitality services, and daily operations will be able to take place simultaneously while maintaining discretion and comfort. The podium is designed to form the operational and social core of the project, housing most public-facing functions, including dining venues, wellness facilities, entertainment spaces, and one of the country’s largest event hall.
The podium is conceived as a vertical lifestyle destination in itself, where guests will be able to move seamlessly between shopping, dining, wellness, entertainment, and large-scale events without leaving the building. Each podium level is programmed to remain active at different times of day, reinforcing the 24-hour nature of the resort once operational. Above the podium, the towers are planned to contain hotel rooms, hospitality facilities, rooftop venues, and a limited number of high-end private penthouses.
Hospitality Model and Investment Structure
One of the defining features of Central Park Towers is its innovative approach to hotel ownership. Rather than offering traditional residential apartments, the project enables private ownership of hotel rooms, which are legally registered as real estate assets within a globally recognized hospitality environment.
Each room will generate income as part of the overall hotel operations, with the total hotel revenue shared across all room owners. This model ensures a steady stream of passive income while maintaining the professional management and consistency of a top-tier international hotel brand. An agreement with Radisson Blu has already been signed to operate one of the towers, and a second international brand will soon be announced, ensuring continued high standards of service and experience.

Private Upper-Level Units
At the upper levels of the towers, a limited number of private penthouses will form part of the overall development program. These units are integrated discreetly into the project structure and are designed with enhanced privacy features and dedicated access.
While penthouses represent the highest tier of private ownership within Central Park Towers, they are conceived as an extension of the hospitality environment rather than a separate residential component. Their presence is intended to complement the overall development without defining its primary identity, which will remain focused on hotel-led experiences and shared amenities.
Luxury Retail
Harvey Nichols is set to occupy the ground and first floors of the podium, marking the British luxury retailer’s first entry into the Georgian market. Covering 6,549 square meters and featuring more than 200 premium and luxury brands, the store will include fashion, jewellery, watches, cosmetics, fragrances, eyewear, and wine. Its scale and presence are intended to establish the podium as a commercial anchor for both international visitors and local clientele. Designed by London-based Studio Four IV, the space emphasizes clarity of movement, refined materials, and immersive merchandising. Its presence signals both the project’s commercial ambition and Tbilisi’s growing capacity to support international luxury retail at scale.
Dining and Culinary Landscape
Dining is planned as a central element of Central Park Towers’ identity. Each venue has been selected to offer a distinct atmosphere and culinary focus, contributing to a diverse yet cohesive gastronomic environment.
Cafe Angelina will introduce the tradition of Parisian café culture, offering signature pastries, chocolates, and classic fare in an elegant setting. In addition, the resort will include dedicated All Day Breakfast and Le Grand Buffet concepts, designed to serve guests throughout the day with flexible dining formats. These venues are intended to support both hotel guests and event visitors, offering convenience without compromising quality.
Roberto’s, originating in Dubai, will present Italian and Mediterranean cuisine with an emphasis on quality ingredients and attentive service.
Panorama, located on the fourth floor, will combine Georgian-inspired fusion dishes with expansive city views. The restaurant will feature an open terrace overlooking Kazbegi Avenue, allowing guests to dine outdoors while engaging directly with the surrounding urban landscape.
Beefbar, founded in Monaco, will focus on premium beef and contemporary international cuisine in a relaxed luxury setting.
Chotto Matte, originally launched in London, will offer Nikkei cuisine, a fusion of Japanese and Peruvian influences, and extend into a rooftop lounge and nightlife space on the forty-first and forty-second floors. The Chotto Matte nightclub & lounge is planned to function as both a dining destination and an evening social venue, reinforcing the vertical integration of dining and nightlife within the towers.
Rumba, a Cuban-inspired cigar lounge, is designed to bring the lively spirit of Cuba to life through a vibrant atmosphere, traditional cuisine, and rhythmic music. Located on the podium rooftop, Rumba will serve as a social destination ideal for spontaneous gatherings and celebratory moments.
A Mediterranean-inspired rooftop beach club will further expand the leisure offering, combining dining, social interaction, and panoramic city views in an open-air setting. The beach club is intended to operate as a dedicated rooftop venue, offering a resort-style atmosphere within the city and serving as a daytime- and sunset-oriented social space.
Together, these venues will create a layered dining ecosystem that supports casual meetings, formal dinners, and late-night social activity within the same day.

Wellness and Leisure Facilities
Wellness at Central Park Towers is being planned as an integrated part of the daily rhythm of the resort rather than as a standalone feature. The development will include a full-service spa, indoor and rooftop swimming pools, a high-end fitness center, treatment rooms, and dedicated wellness zones.
The podium is intended to house a luxury gym, a spa reception area, and multiple spa treatment rooms distributed across a dedicated spa floor. These spaces are being designed to accommodate both individual wellness routines and structured treatment programs. An indoor swimming pool is planned within the podium wellness zone, offering year-round access in a controlled environment once the resort is operational.
These facilities are intended to be available to hotel guests and visitors, supporting both relaxation and active lifestyles. In addition, a rooftop spa with an open pool is planned to provide an outdoor wellness experience, combining leisure, relaxation, and panoramic views. This rooftop spa area is designed to reinforce the resort’s focus on integrated wellness across multiple levels.
Entertainment
Gaming and entertainment spaces are planned to form an important part of the resort’s overall appeal. Located within the podium, these areas are being designed with a focus on privacy, comfort, and controlled access. Private salons and VIP zones will be integrated with dining and nightlife venues, allowing future guests to move discreetly between experiences.
The podium will also include the private Le Cabaret Nightclub, envisioned as an exclusive nightlife venue for curated performances, late-night entertainment, and controlled-access experiences. This club is intended to add a dedicated nightlife component to the podium’s entertainment offering. These facilities are planned to be operated by an internationally recognized hospitality and gaming brand, which will be officially announced, reinforcing the project’s positioning as a regional destination for entertainment and leisure.
Event and Cultural Infrastructure
Central Park Towers is set to include one of the largest event halls in Georgia, with a total area of 5,168 square meters across the second and third podium levels. The hall is being designed to accommodate up to 4,000 guests and is intended to be highly flexible, suitable for theatre performances, concerts, fashion shows, corporate events, and mixed-format programming.
The space is being designed by STS of Lithuania and is expected to extend the project’s role beyond hospitality into cultural and business domains. Upon completion, it is intended to position Central Park Towers as a platform for large-scale events and international gatherings.
Development Team and Strategic Partners
Central Park Towers is being developed through a partnership between ORBI Group and BLOCK GROUP. ORBI Group brings 27 years of experience in multifunctional hotel developments, including ORBI CITY, one of the world’s largest hotel complexes. BLOCK GROUP, operates across real estate, healthcare, energy, and infrastructure, with a development portfolio exceeding USD 1 billion.
The project is led by Irakli Kverghelidze, CEO of ORBI Group, and Tornike Janashvili, CEO of BLOCK GROUP. Design leadership is provided by international studios with experience in major hospitality and luxury projects in cities such as Las Vegas and London. Structural works for the main towers have been completed, while interior finishes and podium construction are underway. Full completion is expected in 2027.
International Recognition and Leadership
Irakli Kverghelidze, CEO of ORBI Group, and Tornike Janashvili, CEO of BLOCK GROUP, have established a reputation for leading large-scale, internationally recognized hospitality projects. In December 2025, they were invited as special guests to a private Christmas celebration at the White House in Washington, D.C., hosted by President Donald J. Trump and First Lady Melania Trump. The event, attended by fewer than 150 distinguished guests from business, culture, and public service, featured a performance by world-renowned tenor Andrea Bocelli, preceded by live holiday music from the United States Marine Band. Central Park Towers is supported by internationally renowned consultants across retail, hospitality, and events. Peter Partma (Copenhagen) is a global retail executive who led IKEA Russia’s MEGA malls, served ten years as CEO of TSUM Moscow, and headed European Lingerie Group AB. Funda Mumcuoglu Bertrand (Istanbul) brings over 20 years in luxury fashion, having driven growth at Harvey Nichols Kuwait and Beymen, and now serves as Fashion Director at Harvey Nichols Georgia. Nigel Smith (London) has over 35 years in food and beverage, trained in Michelin-starred kitchens and known for delivering events for up to 2,500 guests through Worth My Salt. Nathaniel Landau (Cape Town) brings more than 25 years of international experience managing hospitality and events at Wimbledon, The Open Golf Championships, and the ATP World Tour Finals.

Bill Allen (Los Angeles), with over 30 years’ experience, is former Chairman and CEO of Bloomin’ Brands, where he led and co-developed Outback Steakhouse, Fleming’s Prime Steakhouse, and P.F. Chang’s, and now serves as an investor, advisor, and senior advisor at L Catterton. Mark Advent (Las Vegas) has over 40 years in the industry; he founded Advent Productions and co-created the New York–New York Casino Hotel on the Las Vegas Strip with MGM, welcoming nearly 200 million visitors since 1997.

A Day at Central Park Towers
A typical day at Central Park Towers, once completed, is intended to illustrate how the project will function as a continuous hospitality environment. A guest may begin the morning with a swim in a rooftop pool or a workout in the fitness center, followed by breakfast at Cafe Angelina or within the dedicated all-day breakfast venues.
Mid-morning could include shopping at Harvey Nichols or attending meetings, while concierge teams coordinate spa appointments or dining reservations. Lunch may take place at Panorama, combining local culinary influences with city views and an open terrace overlooking Kazbegi Avenue.
The afternoon could include time in a wellness lounge, a spa treatment, or relaxed browsing through retail spaces. As evening approaches, cocktails at Rumba may lead into dinner at Chotto Matte, Roberto’s, or Beefbar, followed by nightlife at the Chotto Matte nightclub & lounge, the beach club, or the private Le Cabaret Nightclub.
