Former Chief Prosecutor of Georgia, Otar Partskhaladze, has been formally charged in connection with the murder of businessman Levan Jangveladze, the Ministry of Internal Affairs announced.
Speaking at a briefing, Deputy Minister of Internal Affairs Aleksandre Darakhvelidze stated that the investigation into the high-profile killing has now been fully completed. He claimed that the Prosecutor’s Office has issued a formal ruling charging Partskhaladze with organizing the premeditated contract murder of Jangveladze for financial gain.
“Based on extensive investigative work, we have established the identity of the individual who led the organized criminal group responsible for the contract killing of Levan Jangveladze,” Darakhvelidze said. “The investigation has gathered sufficient evidence to confirm that Otar Romanov Partskhaladze acted as the organizer of this crime.”
Investigation says the criminal group was formed over time and operated under the leadership of Partskhaladze, along with his close associates, brothers Davit and Giorgi Mikadze. The group allegedly had long-standing business disputes and personal conflicts with Jangveladze, which ultimately escalated into a plot to eliminate him. Investigators say the murder was commissioned following requests from other individuals who were also involved in prolonged conflicts with the victim.
The investigation determined that Partskhaladze personally coordinated the planning of the killing. Acting on his instructions, Davit and Giorgi Mikadze allegedly contacted their associate, Giorgi Jokhadze, and involved him in the planning of the crime. The execution of the murder was carried out by Gela Udzilauri, a former bodyguard of Jokhadze, who was recruited specifically for the contract killing.
Investigators claim that the group obtained detailed information about Jangveladze’s movements, including the exact timing of his arrival in Georgia and his travel routes. On March 14, 2025, on Chavchavadze Avenue in Tbilisi, Udzilauri fatally shot Levan Jangveladze. During the attack, another individual accompanying Jangveladze was also wounded by gunfire.
The Ministry of Internal Affairs reported that the investigation involved hundreds of investigative actions, dozens of forensic examinations, extensive analysis of physical and digital evidence, and the questioning of numerous witnesses. Authorities say the evidence collected meets the legal threshold required to establish the full chain of command within the criminal organization and the role of each participant.
The direct perpetrator of the murder, Gela Udzilauri, was arrested shortly after the crime. On October 24, he was found guilty by the court and sentenced to life imprisonment. In addition, Giorgi Mikadze, Mamuka Baghdavadze, and Giorgi Kachkachashvili have been arrested in connection with the case. Davit Mikadze and Giorgi Jokhadze remain at large and have been declared wanted. Another suspect, Sandro Tsivtsivadze, whose name was linked to the firearm used in the killing, has also been detained.
As for Otar Partskhaladze, the prosecution has formally charged him under Articles 25 and 109, paragraph “n” of the Criminal Code of Georgia, which concern organizing a premeditated contract killing committed for financial gain. The charges carry a potential sentence of 16 to 20 years’ imprisonment or life imprisonment.
Deputy Minister Darakhvelidze claimed that the prosecution will apply to the court within the legally prescribed timeframe to impose pre-trial detention on Partskhaladze, and international search procedures will be initiated to locate and apprehend him.
