Speaking in Shindisi on the 17th anniversary of the 2008 Russia–Georgia war ceasefire, Georgian Parliament Chairman Shalva Papuashvili accused the European Union of not enforcing the August 12 agreement. The six-point plan, mediated by the EU, required Russia to withdraw its forces to pre-war positions, a step that Papuashvili says has never been fulfilled.
As Papuashvili stated, despite Russia’s non-compliance, “the European Union did not impose sanctions on Russia, nor did Russia pay any political price,” while Georgia faced restrictions, including a ban on purchasing weapons. He also criticized the continuation of major European energy projects with Russia after the conflict, such as the Nord Stream pipeline.
Papuashvili compared the international response to Georgia in 2008 with current support for Ukraine, arguing that Western powers imposed measures on Georgia rather than Russia. He said this experience helped the Georgian public’s decision in 2022 to avoid being drawn into another war.
