The session of the Legal Issues Committee of the Parliament will be held on April 29, the agenda of which includes the article-by-article review of the draft law “On transparency of foreign influence” in the second reading. The meeting of the committee has been scheduled for 09:00.
The draft law “On the transparency of foreign influence” was adopted by the Parliament in the first reading on April 17 – with 83 votes.
The draft law “On transparency of foreign influence” is identical in content to the draft initiated last year and dropped in the background of protests.
The draft law provides for the registration of non-entrepreneurial (non-commercial) legal entities and media outlets as organizations carrying out the interests of a foreign power, if certain volume of their income – in particular, more than 20% – is received from abroad.
Based on the draft law, everyone who is considered to be an “organization carrying the interests of a foreign power” must be registered in the public register under the same name in a mandatory manner. At the time of registration, it will be necessary to reflect the received income.
At the same time, the organizations will have the obligation to fill in the financial declaration every year.
Avoiding registration as an organization carrying out the interests of a foreign power or not filling out the declaration will result in the organization being fined in the amount of 25 thousand GEL.
The draft also envisages the following types of fines: – 10 thousand GEL if the organization does not fill out the application; In case of non-correction of defects in the documents within the specified period – 10 thousand GEL; Committing an offense after a month – 20 thousand GEL.
At the same time, in parallel with the consideration of the draft law, the Georgian Dream is organizing a gathering in support of the government’s political course.
“On April 29, a gathering will support the government’s political course, and Georgia is expected to show its strength and that it supports transparency, nationalism, the ban on LGBT propaganda and the correct Georgian strong national course,” Mamuka Mdinaradze, the leader of the parliamentary majority, announced at the general meeting of the draft law prepared against LGBT propaganda.
