The Georgian government has established a road maintenance company, BM.GE reports.
Under Prime Minister Irakli Kobakhidze’s Decree No. 1586, 100% of the state-owned shares in Georgian Roads Operator LLC were transferred to the Ministry of Infrastructure under the right of management.
The Ministry of Infrastructure confirmed the transfer and said the company will be responsible for road maintenance.
The company was transferred to the ministry directly and free of charge for an unlimited period. The National Agency of State Property, which operates under the Ministry of Economy, has been tasked with taking the necessary measures to implement the decree.
Business registry records show that the state-owned company was established in 2012 under the same identification number as Kutaisi David the Builder International Airport LLC, which was fully owned by United Airports of Georgia. The ownership was changed on July 21, 2026, making the company fully state-owned. Its name was changed to Georgian Roads Operator on July 22. Alexander Zabakhidze will serve as its director.
Plans to establish a new state-owned company to maintain international and domestic roads were announced in June. Legislative amendments provide for an initial capital investment of approximately GEL 63 million to establish the company. The funds will be used to develop its technical base, purchase specialized equipment, build infrastructure and introduce modern technological systems.
The GEL 63 million has not yet been included in the 2026 state budget.
