ICC suspends chief prosecutor Karim Khan amid sexual misconduct investigation

The International Criminal Court (ICC) has suspended its Chief Prosecutor, Karim Khan, with immediate effect, the court’s governing body announced late Monday, following an 18-month investigation into allegations of sexual misconduct.

The decision comes after a lengthy probe into claims made by a female aide who accused Khan of repeated sexual harassment and non-consensual sexual contact over an extended period. Based on a report by the United Nations Office of Internal Oversight Services (OIOS), reviewed by multiple media outlets, the alleged incidents took place in Khan’s office, at his private residence, and during official work-related missions.

Khan has repeatedly denied all allegations. In a statement issued through his legal team, the prosecutor’s lawyers described the suspension as “unlawful, procedurally unfair and unsupported by evidence.”

The allegations were first reported to the ICC’s independent oversight mechanisms more than two years ago. Sources familiar with the investigation told Reuters that a United Nations inquiry found a “factual basis” for the claims of sexual misconduct. However, a separate review conducted by three judges reportedly concluded that the available evidence was insufficient to establish the allegations “beyond a reasonable doubt.”

Khan stepped aside from his duties in May 2025 pending the outcome of the investigation. Monday’s announcement formalizes his suspension as the court’s governing body continues to assess the findings and consider further steps.

No criminal charges have been filed against Khan, and the proceedings remain administrative rather than criminal in nature.

Karim Khan, a British barrister, has served as the ICC’s Chief Prosecutor since 2021. During his tenure, he has overseen several high-profile investigations, including cases related to the wars in Ukraine and Gaza, as well as other international crimes under the court’s jurisdiction.

The suspension comes at a sensitive time for the Hague-based court, which has faced increasing international scrutiny over both its investigations and internal governance. The ICC’s member states are expected to play a key role in determining Khan’s future within the institution.
