The Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia has submitted a draft law to Parliament proposing an amnesty on overpaid state compensations and social benefits.
The initiative covers overpayments made between April 1, 2021 and November 1, 2025. If adopted, beneficiaries, as well as heirs of deceased recipients, will no longer be required to return excess funds received during this period.
The explanatory note says that the most overpayments resulted from delays in updating official records. These include late notifications about beneficiaries entering public employment or delays in registering deaths.
Under existing regulations, the recovery of such funds has often led to financial strain and prolonged legal disputes for citizens, particularly among socially vulnerable groups.
Data from the Social Service Agency of Georgia indicate that approximately 252 individuals will be affected by the proposed amnesty. The total amount of overpaid benefits subject to forgiveness is estimated at around GEL 600,000.
At present, 32 related cases are under judicial review, all of which would be halted if the legislation is approved.
The government says the initiative is designed to reduce bureaucratic pressure on citizens, simplify administrative processes, and eliminate the need for lengthy legal proceedings in cases where overpayments were not the fault of beneficiaries.
The draft law is now under consideration in Parliament.
