Students whose university student status has been suspended will be eligible to transfer to another higher education institution if their status restoration is denied due to restrictions on student admissions to certain educational programs for the 2026–2027 academic year.
The Education Management Information System announced the change as part of the higher education reform.
Under the new rules, the educational programs and number of students that state-founded higher education institutions are permitted to admit for the 2026–2027 academic year have been determined.
“Accordingly, students whose status has been suspended in an educational program where the university’s right to admit students is restricted and who are denied status restoration for this reason will be granted the right to mobility during the 2026–2027 academic year. They can continue their studies at another higher education institution, regardless of the length of time they have already studied,” the Education Management Information System said.
To exercise the right to mobility, students must submit an application to the Legal Entity under the Public Law Education Management Information System. Based on the application, EMIS will ensure the student’s participation in the mobility process in accordance with the established rules and deadlines.
Registration on the mobility portal for the fall semester of the 2026–2027 academic year will open on August 24 and continue until 6:00 p.m. on September 8.
