Russia Will Cease to Be a Party to European Convention of Human Rights on 16 September 2022

Following its expulsion from the Council of Europe on 16 March 2022, the Russian Federation will cease to be a High Contracting Party to the European Convention on Human Rights on 16 September. This was confirmed today in a Resolution by the Committee of Ministers.

In line with the Resolution of the European Court of Human Rights of 22 March 2022, the Court will deal with applications directed against Russia in relation to alleged violations of the Convention that occurred until 16 September 2022.

The Committee of Ministers will continue to supervise the execution of judgments and of friendly settlements.

Russia is bound to fulfill its full financial obligations up to 16 March; it also remains liable for all arrears accrued at that date.
