The Finance and Budget Committee has given first-reading approval to a legislative package that would expand social protections and formalize rank structures within Georgia’s Revenue Service. The amendments, drafted by the Ministry of Finance and initiated by the government, seek better employee welfare.
A central change in the bill is the introduction of mandatory life and health insurance for all Revenue Service staff. Lawmakers argue that employees performing high-responsibility functions require stronger guarantees than those currently provided under general public-sector rules.
The legislation also establishes a system of special state ranks for senior officials. The Head of the Revenue Service, the Deputy Head overseeing the Customs Department and designated Customs Department employees would all receive these ranks. Their remuneration packages would include rank-based pay, years-of-service supplements, standard salary components and other allowances permitted by law. The Minister of Finance would be responsible for defining the procedures and criteria for awarding ranks and calculating related payments.
Another provision addresses staff mobility. Employees reassigned to municipalities requiring a change of residence would be eligible for rental compensation, issued under an individual legal act by the Head of the Revenue Service.
