Parliament has passed a legislative package on Georgia’s Railway Code in its third and final reading, with 78 MPs voting in favor of the amendments.
As Deputy Minister of Economy Guram Guramishvili stated, the changes aim to “improve the quality of passenger services” and reinforce “the accountability of railway enterprises.” The revised code includes stronger legal protections for passengers, particularly for people with disabilities and reduced mobility.
One of the most important updates is the regulation of dangerous goods transported by rail. The Railway Transport Agency, will now supervise good compliance. The amendments also mandate the appointment of certified specialists for the handling of hazardous materials and define the process for their qualification.
New legal terms, such as ‘person responsible for technical maintenance,’ ‘technical maintenance certificate holder,’ ‘tour operator,’ ‘ticket seller,’ and ‘destination point’, have been formally written into the code, modernizing the legal aspectsof railway operations.
