The OSCE Parliamentary Assembly has adopted the Porto Declaration and accompanying resolutions, including a strongly worded resolution titled “Supporting Democracy and OSCE Values in Georgia”, which expresses alarm over Georgia’s democratic backsliding.
The resolution voices “deep concern” regarding the conduct of Georgia’s 26 October 2024 parliamentary elections, citing the OSCE/ODIHR observation mission’s findings of “numerous irregularities” in the process. It highlights violations of election procedures and the “unprecedented use of administrative resources”, which the Assembly says undermines electoral freedom, equality, and the legitimacy of the results.
Among its strongest points, the Assembly:

Condemns the disproportionate use of force against peaceful protesters advocating for Georgia’s European and democratic future;

Is disturbed by the arrests and politically motivated prosecutions of journalists, activists, and opposition politicians;

Expresses disappointment over newly adopted legislation—such as the laws on foreign agents, broadcasting, and grants—used by the government to consolidate power;

Notes with alarm the Georgian authorities’ growing anti-EU rhetoric, which it deems completely unacceptable;

Warns that Georgia’s increasing ties with Russia and China contradict its stated pro-European aspirations.
In response to the ongoing crisis, the Assembly:

Urges Georgian authorities to de-escalate tensions, engage in national dialogue with all stakeholders, and restore public confidence in democracy;

Calls for the protection of freedoms of assembly and expression, and an end to violence against peaceful protesters, politicians, and media;
-
Demands a return to the path of EU integration, in line with the will of Georgian society.
The Assembly reaffirms its support for Georgia’s territorial integrity within internationally recognized borders and calls on Russia to revoke its recognition of Abkhazia and South Ossetia, comply with the 2008 EU-brokered ceasefire, and cease militarization and attempts at annexation.
The resolution underscores the OSCE PA’s ongoing support for the pro-European aspirations of the Georgian people, whom it praises for their steadfast commitment to democratic values.
