Government proposes amnesty on overpaid social benefits and academic stipends

The Government of Georgia has introduced a draft law to legalize overpaid state compensation and academic stipend amounts, relieving beneficiaries from the obligation to return excess funds received in recent years.

The proposed measure covers overpayments made between April 1, 2021 and November 1, 2025, with the total amount estimated at approximately GEL 600,000.

If adopted, beneficiaries or their heirs will no longer be required to repay these sums. The amnesty is expected to apply to around 252 individuals, as stated by data from the Social Service Agency of Georgia.

The draft law says that the termination of ongoing legal and administrative proceedings related to overpaid benefits. Currently, 32 court cases are under review, these would be closed once the legislation comes into force.

Authorities note that overpayments typically occur due to delays in updating official records such as late reporting of employment status changes or the death of a beneficiary.

The initiative has been prepared by the Ministry of Internally Displaced Persons, Labour, Health and Social Affairs of Georgia and will take effect immediately upon publication if passed.

Similar amnesty measures were previously implemented in 2013, 2016, and 2021, reflecting a recurring policy approach to resolving administrative discrepancies in social assistance systems.
