The Georgian government has submitted a revised draft of the 2026 state budget to Parliament, maintaining nearly identical figures to the initial version presented earlier this year. The Finance and Budget Committee’s schedule shows that parliamentary discussions on the budget will take place between November 4 and 10.
Total appropriations for 2026 remain set at 30.5 billion GEL, a 2.5 billion GEL increase from 2025. Tax revenues are projected at 23 billion GEL, up by 1.15 billion GEL year-on-year while external borrowing will total 3.41 billion GEL, unchanged from the original proposal.
Among ministries, the Ministry of Health will once again receive the largest share of funding, 9.6 billion GEL, reflecting an 800 million GEL increase from the previous year. The growth primarily stems from higher pension expenditures: under the indexation rule, pensions for citizens over 70 will rise by 45 GEL to 495 GEL, while pensions for those under 70 will increase by 20 GEL to 370 GEL.
The Ministry of Infrastructure will hold the second-largest budget at 3.1 billion GEL, though this marks a slight 28 million GEL decrease compared to 2025. The Ministry of Education, Science and Youth ranks third with 2.6 billion GEL, representing a 470 million GEL reduction.
Meanwhile, allocations for security and economic sectors are set to rise. The Ministry of Defense will see its budget increase by 70 million GEL, reaching 1.8 billion GEL while the Ministry of Internal Affairs will receive 1.47 billion GEL, up 78 million GEL. Funding for the Ministry of Economy will grow by 195 million GEL, totaling 1.14 billion GEL.
