The National Competition and Consumer Protection Agency reports a noticeable rise in consumer rights complaints in Georgia, with 996 formal applications and 2,940 hotline calls filed in the first nine months of 2025. Compared to the same period last year, applications increased by 55%.
As the agency states, 128 cases of consumer rights violations were confirmed across 198 investigations. As a result, 63 businesses were fined a total of GEL 114,283 for failing to comply with obligations, while 122 settlement agreements were reached, requiring companies to adjust internal policies and restore affected consumer rights.
Most complaints (65%) were related to online purchases, while 35% related to in-store transactions. Tbilisi accounted for the majority of cases (79%), followed by Adjara and Imereti (5% each), Kakheti and Kvemo Kartli (2% each).
The most frequent issues reported were:
- Refund requests – 329 cases
- Repair or return of faulty products – 323 cases
- Compensation for poor service – 169 cases
- Delayed delivery – 67 cases
- Misleading business practices – 34 cases
By sector, 70% of violations were concentrated in wholesale and retail trade, followed by transport and warehousing (10%), arts and entertainment (3%) and other sectors (17%).
