The Georgian Communications Commission (ComCom) has allocated €0.5 million to develop a new tariff model and pricing methodology for the telecommunications sector, commissioning the work to Axon Partners Group through a simplified procurement procedure.
Under the contract, Axon Partners will design and calculate wholesale access tariffs across a broad range of telecom services. This includes pricing for access to communication and duct infrastructure, high-quality channels provided to corporate customers, mobile network wholesale access, such as national roaming, MVNO services and collocation, as well as IP transit and fixed broadband network access.
The initiative follows earlier regulatory work carried out in 2024 when ComCom calculated wholesale tariffs for fixed broadband, VULA and Bitstream services with the support of an external consulting firm. That methodology, however, required substantial revision to better reflect European best practices. Similar concerns emerged in the mobile sector where operator-submitted pricing models revealed inconsistencies between wholesale MVNO tariffs and retail pricing. As a result, ComCom decided in December 2025 to independently recalculate mobile access tariffs.
In addition to tariff modeling, the agreement includes the second phase of a broader analytical study involving European experts. This phase will assess wholesale access markets related to physical infrastructure, corporate-grade communication channels and IP transit services. The findings will be used to define tariff regulation principles and cost-accounting obligations, alongside the development of a detailed, standardized pricing methodology.
The contract with Axon Partners will remain in force until April 30, 2027.
