The UK could join a new ‘European Confederation’ under proposals aimed at partially reversing the effects of Brexit, the Daily Express reports.

The plan would allow Britain to rejoin the EU’s single market for goods while avoiding freedom of movement and retaining the pound rather than adopting the euro. In return, the UK would commit to contributing military forces and, if necessary, its nuclear deterrent to help defend Europe.

The proposal was drafted by former Conservative MP Nick Boles, who now serves as a Labour adviser and was involved in preparations for Keir Starmer’s government.

The Daily Express reports that the proposals have been presented to UK government officials as Prime Minister Andy Burnham prepares for an October summit with EU leaders. He is expected to discuss energy cooperation, food exports and easing border controls for young people at the meeting.

Ukraine, Switzerland, Norway and the Western Balkans could also become members of the proposed confederation.

Boles said a broader proposal addressing European security and Ukraine would have a better chance of winning support from the EU than a bilateral request focused solely on British access to the single market.

The UK left the European Union in 2020 after the Brexit referendum.
