The Georgian government has approved the concept of the New Enguri HPP as a potential public-private partnership (PPP) project, authorizing preparatory work to advance the planned hydropower development.
Government decree says the Cabinet approved the concept presented by the Ministry of Economy and Sustainable Development and instructed the ministry to oversee the project’s preparatory studies in line with Georgia’s PPP legislation.
The decree also approves an agreement between the Georgian government and ‘Energy +’, which will carry out the preparatory work and submit a full feasibility study to the government. The Ministry of Economy and Sustainable Development has been instructed to sign the agreement, with Economy Minister Mariam Kvrivishvili authorized to sign on behalf of the government.
Georgia’s business registry shows ‘Energy +’ was registered in October 2024. Its sole shareholder and director is Jumber Kiknadze.
