The Anti-Corruption Agency of Georgia’s State Security Service (SSSG) has detained three individuals in Tbilisi, Kutaisi and Batumi for their alleged involvement in producing falsified medical certificates commercial bribery schemes relatedto fraudulent disability benefits.
The investigation found that doctors from various medical facilities, together with their intermediaries, issued fake medical documentation in exchange for money. The falsified certificates were then submitted to the Social Services Agency to unlawfully obtain disability status.
In one case, a medical employee in Tbilisi provided a citizen with a counterfeit disability certificate for GEL 3,000, pointing to fabricated diagnosis of bronchial asthma without conducting any medical examinations or commission reviews.
A second case in Batumi involved an individual who, in agreement with doctors, arranged a falsified certificate for GEL 9,500 that falsely attributed the applicant’s condition to liver disease caused by Hepatitis C, resulting in the issuance of first-category disability status.
In Kutaisi, another suspect organized a forged diagnosis of epilepsy for GEL 3,200, coordinating with two doctors and fabricating both a computer encephalography report and a supporting medical certificate.
The SSSG reported that the suspects’ actions aimed to deceive state authorities and unlawfully secure social assistance. The investigation is ongoing under Articles 221(4), 25, 221(4) and 362(1) of Georgia’s Criminal Code which cover group commercial bribery, aiding bribery, and the sale of forged documents—punishable by four to six years in prison.
