The Parliament discussed for the I reading and adopted the Draft Code of Administrative Offenses with 80 votes, envisaging stricter administrative liability for dog owners walking their dogs in open areas, including boulevards, parks and squares, without a leash or muzzle. This will be liable to a fine of 150 GEL instead of the current 20 GEL, and a repeat offense within a year shall be subject to a fine of 300 GEL instead of 50.
The Draft also applies to the owners of livestock. The presence of unattended or attended livestock in the administrative border of the city, other than on an agricultural land plot or land under private ownership, shall be subject to a fine of 50 GEL. The same offense in open areas, including boulevards, parks, squares or beaches shall be subject to a penalty of 100 GEL.
