Mamuka Mdinaradze, Executive Secretary of Georgian Dream, stated that the European Commission has published its 2025 Good Governance Report, showing Georgia’s success across all evaluated areas and “historic progress” in some directions.
Mdinaradze emphasized that, based on the report prepared by the Chandler Institute of Governance, Georgia outperformed all EU candidate countries in institutional strength, as well as a number of EU and NATO member states. The report is based on data from the UN, World Bank, IMF, World Economic Forum, and other international organizations.
Key highlights presented by Mdinaradze include:

Strong Institutions Index: Georgia scored 63%, ranking 34th globally, surpassing all EU candidate countries and 13 EU/NATO member states, including Portugal, Croatia, Greece, and Hungary.

Attractive Market Economy Index: Georgia ranked 30th globally, entering Europe’s top 20, and outperformed 16 EU/NATO states, including the Czech Republic, Greece, and Poland.

Leadership and Foresight Index: Georgia placed 32nd worldwide and 17th in Europe, surpassing 19 EU/NATO countries, including Spain, Portugal, and Iceland.

Reliable Legislation and Policy Index: Georgia ranked 26th globally and 18th in Europe, ahead of 18 EU/NATO states, including Italy, Spain, and Romania.
Mdinaradze stressed that this achievement belongs to the entire country, not just the ruling party:
“Everyone understands that this is a tremendous success, a success that belongs not only to the Georgian Dream government but to the Georgian people. It is even more significant considering that we achieved this amidst unfair criticism from Euro-bureaucracy and internal turbulence,” he stated.
