The Committee discussed the Draft Anti-Oligarchic Law initiated by the Faction United National Movement – Unified Opposition Unity Makes Strength.
The Draft envisages: Creation of the legal and organizational basis for the elimination and containment of the oligarchic governance, determination of the term “oligarch” and the establishment of the respective criteria allowing the identification and recognition of a person as an oligarch.
The authority to recognize an oligarch is granted to the Constitutional Court, however, prior to the respective constitutional amendments, as the transitional provisions stipulate, the hereof authority is granted to the Parliament. The Draft offers the establishment of the registry of oligarchs assigned to the Justice Ministry.
As the author, Levan Bezhashvili clarified, de-oligarchization is one of the key recommendations in the EU 12-point plan.
“We aspired to determine the legal basis of the oligarchic governance and offer it to the Majority in a standalone manner from the political context, to hold legal discussions on the problems associated with the oligarchy,” he noted.
