The Tbilisi Transport Company has completed the tender phase for the construction of a new 7.5-kilometer tram line and depot in Tbilisi, a big step forward in the capital’s public transport development. The project, with an estimated cost of GEL 416.6 million, attracted four bidders, three companies from Turkey and one municipal firm from China.
The lowest bid was submitted by EmreRay Enerji İnşaat Sanayi ve Ticaret Anonim Şirketi at GEL 287.7 million, significantly below the estimated cost. The highest offer came from DOGUS INSAAT VE TICARET A.S. at GEL 412.6 million.

- Wuhan Municipal Construction Group – GEL 397.5 million
- YDA İNŞAAT SANAYİ VE TİCARET ANONİM ŞİRKETİ – GEL 332.4 million
The Transport Company will now proceed with evaluating the proposals, including verifying bidders’ technical qualifications and prior experience. Companies lacking relevant expertise in tram or metro infrastructure may be disqualified during this stage.
The planned tram line will connect the Didube metro station with the 3rd and 4th microdistricts of Didi Dighomi to improve mobility across main residential areas.
The project construction consists of the following: A 7.5-kilometer tram line, 11 passenger stops, a depot facility.
Each tram is expected to accommodate at least 300 passengers.
The project will be implemented under a Design-Build (DB) model, meaning the selected contractor will be responsible for both design and construction. The total implementation period is set at 36 months, including 24 months allocated for construction works.
The tender was initially announced in October 2025, extended through January 2026, and reissued on February 13 with a final submission deadline of March 31. The extended timeline was intended to allow bidders to prepare comprehensive technical and financial proposals.
