A company fully owned by Zaza Pachulia will receive a 49-year land lease for the construction of a hydropower plant in Racha, under a government decree signed on March 31, 2026 by Prime Minister Irakli Kobakhidze.
The National Agency for State Property will transfer 29,007 sq m of non-agricultural land in Ambrolauri Municipality to Sadmeli Hydropower Plant LLC for an annual fee of 18,973 GEL.
The decree states that the agreement for the construction and operation of the Sadmeli hydropower plant was signed on December 24, 2025 between the government, the electricity system’s commercial operator, and the company.
Project documents published by the National Environmental Agency indicate that the plant will be built on the Ritseula River, with a planned capacity of 2.66 MW. The project is expected to be completed by September 30, 2027, in line with the ten-year transmission development plan published by the Georgian State Electrosystem.
Sadmeli HPP LLC was registered in February 2023. Its sole owner is Pachulia, and the director is Levan Diasamidze.
