Tender for Tbilisi Government City on Arsenal Hill cancelled

The Municipal Development Fund of Georgia has cancelled the architectural tender for the planned government city on Arsenal Hill in Tbilisi.

The tender commission’s protocol stated that the decision was made in order to clarify the tender documentation. The competition, announced on January 9, 2026, invited architectural firms to submit concept designs for a large administrative complex intended to host multiple government institutions.

At the time the process was cancelled, six architectural and engineering companies had already submitted proposals, including project renderings. The value of the bids ranged from approximately 3.3 million to 4.4 million GEL.

Preliminary market research conducted by the fund shows that the project envisions the construction of 282,750 square meters of new administrative and office space on a 77-hectare land plot. The complex would also include a reception and event space of at least 10,000 square meters.

Among the main facilities planned within the government city is a 59,900-square-meter building for Tbilisi City Hall, which would be the largest structure in the complex. A separate 31,350-square-meter office building is also planned for the Parliament of Georgia.

Plans to build the new government city were first announced in December 2025 by Prime Minister Irakli Kobakhidze. At the time, he stated that once the new administrative complex is completed, the government intends to sell the current buildings used by ministries.

One of the participating companies, Midamo LLC, had submitted detailed architectural renderings as part of its proposal before the tender was cancelled.
