Starting January 1, 2026, all foreign citizens entering Georgia will be required to hold valid health and accident insurance. While the legal obligation itself is not new, the government has yet to issue a decree defining how the system will function in practice, including enforcement mechanisms and compliance checks.
Why Mandatory Insurance Matters
Until now, the absence of mandatory insurance for foreign visitors has placed a measurable burden on Georgia’s healthcare system. Medical facilities are legally required to provide emergency and accident-related care to tourists, regardless of their ability to pay.
One option under discussion would allow visitors to enter Georgia with insurance purchased abroad, verified at border crossings. However, local insurers warn this could complicate policy verification, weaken oversight and primarily benefit foreign insurance providers.
An alternative model, strongly supported by Georgian insurers, would require or incentivize visitors to purchase coverage from local insurance companies, similar to the existing system for non-resident vehicle insurance. Industry estimates suggest such a model could generate up to GEL 100 million in annual turnover while also simplifying claims processing for Georgian clinics.
