Russian President Vladimir Putin in his video appeal said that he sees how the international situation has become complicated.
He said that Russia is always ready for a direct dialogue, but the interests and security of citizens are unconditional.
“Our country is always open for direct and correct dialogue, to solving the most difficult problems diplomatically. I repeat that the interests and security of our citizens are unconditional for us. Therefore, we will continue to develop and improve the army and navy,” Putin said.
