Tbilisi Mayor Kakha Kaladze has condemned the growing issue of illegal construction and land seizure, stressing that these activities are not driven by social hardship but by organized groups attempting to occupy state and municipal territories.
Speaking at a Tbilisi government meeting, Kaladze said illegal construction is particularly concerning in recreational and forest zones where it causes severe environmental damage. He warned that social issues are often used as an excuse to justify such actions. “Investigations clearly show that we are dealing with organized groups trying to seize land illegally,” the mayor stated.
As 2025 data from the Tbilisi Municipal Inspectorate shows, authorities identified 1,305 construction violations during the year. In cooperation with law enforcement agencies, the Inspectorate carried out over 70 special operations targeting illegal construction on public land. These efforts resulted in the dismantling of more than 300 unlawful structures and the recovery of several dozen hectares of recreational and forest zones to public ownership.
Kaladze reaffirmed the municipality’s firm stance on the issue, promising continued strict enforcement. “No illegal construction will go unreported,” he emphasized, expressing gratitude to the Municipal Inspectorate and law enforcement bodies for their coordination in protecting public land.
