The Government of Georgia will abolish the Vocational Skills Agency (AIPA) effective January 1, 2026, as part of a broader restructuring process within the Ministry of Education, Science and Youth. The decision was confirmed by the Ministry which stated that the will improve institutional efficiency through consolidation.
The Ministry’s statement dictates that the reorganization includes the termination of two agencies — the Vocational Skills Agency and the International Education Center (LEPL). Their functions will be integrated into the central apparatus of the Ministry.
“As part of the reorganization, several structural changes have been implemented to enhance the efficiency of the Ministry’s operations,” the statement reads. “The functions of the Youth Department within the central office will now be carried out by the LEPL Youth Agency. The Vocational Skills Agency and the International Education Center will no longer operate as separate entities but will continue their functions within the Ministry.”
The Ministry also announced the creation of a new Strategic and Inclusive Development Department, formed ‘in response to requests from parents and school community representatives’ to strengthen policies in inclusive education.
The Vocational Skills Agency, currently headed by Irine Margishvili, was established in 2021 during the tenure of then-Minister Mikheil Chkhenkeli. Its primary mission was to promote vocational education programs aligned with labor market demands. The agency’s previous director, Tamar Kitiashvili, was dismissed in March 2024 by then-Minister Giorgi Amilakhvari.
