Georgia will significantly increase funding for airport security in 2026, with the state-owned company United Airports of Georgia allocating GEL 37.9 million for safety services across the country’s civil aviation infrastructure. The funding will cover security operations at Tbilisi, Batumi, and Kutaisi International Airports, as well as regional airports in Telavi, Mestia, and Ambrolauri.
A contract for these services has already been signed with the State Security Police. The planned expenditure represents a notable rise compared to previous years, increasing from GEL 33.2 million in 2025 and GEL 24.2 million in 2024, reflecting both higher staffing levels and wage adjustments.
Under the new agreement, airport security will be provided by 1,099 personnel, up from 888 employees in 2025. Compensation levels are also increasing. The head of the Aviation Security Department will receive a monthly salary of GEL 10,151, compared to GEL 8,200 last year.
All airports in Georgia are legally owned by United Airports of Georgia. Operational responsibilities, however, vary by location. Tbilisi and Batumi International Airports are operated by TAV Holdings under the ADP Group, while the Kutaisi, Mestia, Telavi and Ambrolauri airports are managed directly by United Airports of Georgia.
In line with existing concession agreements, responsibility for airport security rests with United Airports of Georgia which is required to contract the State Security Police to deliver security services at all facilities.
