The Government of Georgia has approved the construction of two modern university cities in Kutaisi and Rustavi, a major multi-year infrastructure initiative led by the Ministry of Infrastructure.
Project-related works are estimated at GEL 800 million while GEL 210 million has been earmarked for property valuation and acquisition within the designated campus zones. Infrastructure development, including design, construction and supervision, will take place between 2026 and 2032, with implementation continuing through 2032.
Responsibility for delivering the project has been assigned to the Municipal Development Fund of Georgia, a legal entity operating under the Ministry of Infrastructure.
As the Ministry’s stated, the Fund will, following official government instructions, prepare detailed project and cost documentation and manage the procurement of construction and supervisory services in both cities.
The campuses are planned to accommodate an additional 20,000 students in Kutaisi and 40,000 in Rustavi. The government projects that the completed university cities will support international-standard education, expanded research opportunities and a fully equipped campus environment.
