The Anti-Corruption Agency of the State Security Service of Georgia, together with the Prosecutor’s Office, has detained the director of Guria Energy LLC, M.Zh., and an employee of the supervisory company, P.R., on charges of large-scale fraud. Another supervisory company employee, T.M., has also been formally charged.
The agency’s director, Emzar Gagnidze, the case involves the fraudulent misappropriation of 403,095 GEL belonging to the Ministry of Regional Development and Infrastructure. The investigation revealed that between September 2022 and January 2023, during rehabilitation works on a 3.52 km local road connecting Norio-Lilo in Gardabani Municipality, the Guria Energy director, with the assistance of P.R., falsified official documents to embezzle state funds.
Expert analysis determined that the rehabilitated road delivered by the company was unfit for operation, causing significant financial damage to the state.
The investigation is ongoing under Articles 180 and 362 of the Criminal Code of Georgia, which carry penalties of six to nine years in prison. Authorities emphasized that anti-corruption efforts will continue “irreversibly,” with ongoing inquiries into similar cases to identify additional offenders and prevent future violations.
