North Korea has officially confirmed for the first time that it deployed troops to Russia to support its war against Ukraine, specifically citing their role in helping Russian forces reclaim the Kursk region. This acknowledgment, announced on April 28, 2025, marks North Korea’s most significant foreign military involvement since the Korean War.

Key Developments

  • Troop Deployment: North Korea’s state media, KCNA, reported that its soldiers participated in operations to retake the Kursk region from Ukrainian control, describing their actions as “heroic feats.”

  • Casualties and Reinforcements: Intelligence estimates suggest that North Korea initially sent approximately 10,000–12,000 troops, with around 4,000 casualties reported. An additional 3,000 soldiers have been dispatched this year.

  • Military Pact: The deployment stems from a mutual defense treaty signed between North Korea and Russia in June 2024, indicating a deepening alliance between the two nations.

  • International Reactions: The US State Department condemned North Korea’s actions as a violation of UN Security Council resolutions. South Korea labeled the deployment a provocation to international security. Humanitarian Concerns: Reports have emerged of North Korean troops facing significant hardships, including inadequate equipment and training, leading to high casualty rates. Some accounts describe disturbing practices, such as executing wounded comrades to prevent capture.

Strategic Implications

This development signifies a notable shift in North Korea’s foreign policy, showcasing its willingness to engage directly in international conflicts. The deepening military cooperation between North Korea and Russia may have broader implications for regional stability and global diplomatic dynamics.
