Today, on April 8, the “Gakharia for Georgia” party will present another alternative bill to the “Russian Law” to the Parliament’s Bureau – “Changes to the Law of Georgia on Grants.”
The draft law presented by the party also envisages changes in the Law of Georgia “On Accounting, Reporting and Auditing”.
The party claims that the Law of Georgia “On Grants” regulates the process and grounds of receiving a grant. The following is added to the said law:
Any recipient of a grant, both Georgian and foreign, is obliged to submit an annual activity report to the relevant body within three months after the end of the reporting year;
The annual report must include information about each grant received by the grantee during the reporting year, including the purpose, volume and other basic requirements of the grant, which are outlined in the grant agreement;
The body defined by the changes in the submission and administration of reports is the Accounting, Reporting and Audit Service, which currently receives the financial statements of non-commercial legal entities.
Submitted reports — will be published publicly.
“The approach is common to all legal entities receiving grants. Educational institutions, recipients of state grants, etc. can be determined as exceptions. persons according to the government’s decree,” the party said.
Giorgi Gakharia’s teammates prepared the legislative changes after “Georgian Dream” announced on April 3 about the reversal of the “Russian law” restricting the media and civil sector.
Adoption of a similar law in Russia completely eliminated the media and civil organizations. Also, the Western partners issued statements according to which the adoption of the law will endanger Georgia’s European aspirations.
