Russia has launched a rocket attack on the Kharkiv administration building and the central square of the city, killing and injuring dozens of people.
Anton Gerashchenko, an adviser to the Ukrainian Interior Ministry, said at least 10 people were killed and 35 wounded in a rocket attack by Russian forces in the center of Kharkiv.
He said the death toll and injuries could rise, as clean-up work is still underway.
