The Tbilisi Transport Company has initiated an international market survey to assess the estimated cost of extending Metro Line 1 and building two new stations, a renewed effort to advance one of the capital’s largest transport infrastructure projects.
The survey, published on the website of the Public Procurement Agency, covers a 5.2-kilometer extension of the metro network and is expected to place the project’s total cost in the hundreds of millions of US dollars. The planned expansion includes a 2.2-kilometer extension toward Gldani and a 3-kilometer extension toward Varketili.
The project will be delivered under a Design-Build model under which the selected contractor will be responsible for both design and construction. The scope of work includes tunnels, station vestibules, escalator tunnels and installations, passenger platforms and all related infrastructure suitable for five-car metro trains.
Compared to an earlier market survey conducted in April 2025, which failed to attract sufficient interest, the current process introduces more flexible qualification requirements. Bidders or their subcontractors must now demonstrate completion of projects worth at least USD 50 million over the past three years, reduced from the previous USD 100 million threshold. In addition, participants must show experience in the design and construction of at least two metro lines or a minimum of ten metro stations, including escalator systems.
Tbilisi Metro currently operates two lines comprising 23 stations over a total length of 27.3 kilometers. The Gldani–Varketili line includes 16 stations while the State University line consists of seven stations.
The deadline for submitting responses to the market survey is February 27, 2025. Tbilisi City Hall has not yet issued an official statement regarding the next steps or the project timeline.
