The Georgian National Communications Commission (ComCom) has completed the second phase of its telecom market analysis, concluding that Silknet holds significant market power in the segment of physical communication infrastructure, specifically access to communication ducts and sewerage channels. The assessment, carried out with the support of EU experts, found that current regulations do not sufficiently promote competitive conditions in this part of the market.
EU specialists participating in the analysis recommended that ComCom introduce additional regulatory obligations for Silknet to expand operator access and improve service quality for consumers. The Commission says these measures will form the basis of a more transparent regulatory framework consistent with European standards.
This latest assessment builds on earlier findings from the first phase of the sector review. At that stage, ComCom determined that MagtiCom possessed significant market power in both fixed and mobile communication services, prompting the regulator to impose extra obligations.
