The Revenue Service of the Ministry of Finance has clarified that no changes have been made to the rules for submitting or administering annual property tax declarations.
The agency says entrepreneurs and individuals must continue to report taxable property based on the previous tax year, and taxable land as of April 1 of the current year.
An individual is not required to submit a new declaration if they already filed one or had their tax assessed last year and no data has changed, as the system automatically carries over the previous year’s information.
The Revenue Service emphasized that individuals — including individual entrepreneurs — must file a declaration by November 1 if their combined family income in 2024 exceeded 40,000 GEL and they own taxable property, such as:
- 
Real estate (including unfinished buildings or structures) 
- 
Yacht or sailing boat 
- 
Helicopter, airplane, or passenger car (excluding motorcycles and mopeds) 
In cases of economic activity, the declaration must also include equipment, assets, and other fixed assets recorded on the balance sheet.
