Prosecutor Mariam Berdzenishvili has confirmed that all investigative actions required by the European Court of Human Rights (ECHR) in relation to the June 20–21, 2019 events—widely known as “Gavrilov Night”—are actively underway on Rustaveli Avenue, near the Georgian Parliament.
She noted that the Tbilisi Prosecutor’s Office Investigation Department is conducting an on-site investigative experiment with victim participation to reconstruct the events and determine potential misconduct by law enforcement during the protest crackdown. Expert criminologists have also been deployed to assist in the process.
The ECHR ruling found a procedural violation of Article 3 of the European Convention on Human Rights and instructed the Georgian state to carry out specific investigative steps, particularly regarding allegations of abuse of authority involving violence and weapons by Ministry of Internal Affairs personnel.
Berdzenishvili emphasized that if evidence emerges regarding the individual accountability of any official, appropriate legal actions will follow.
“All measures necessary to fulfill the Strasbourg Court’s recommendations will be pursued with full diligence,” she stated, while also noting that no definitive timeline for the investigation’s completion can currently be provided due to its sensitive nature.
